WIA Youth Grants: CFDA# 17.259: Amount awarded:$12,982,612. The purpose of this award is to provide employment-related services and high quality work experience, including summer youth work experience to America's youth, ages 14-24, to prepare them for the workplace. WIA Adult Grants: CFDA# 17.258: Amount awarded: $5,227,634. The purpose of this award is to provide a variety of work-related employment and training services, including job training opportunities, to unemployed or underemployed adults to prepare them for entry or reentry into the job market. WIA Dislocated Worker Grants: CFDA# 17.260: Amount awarded: $14,115,351. The purpose of this award is to provide a variety of work-related employment and training services, including job training opportunities, to laid-off individuals to prepare them for reentry into the job market.
Quarterly Activity/Project Description
During the quarter ending September 30, 2011, close out reconciliationa and reporting activities were completed. In reconciling accounting transactions, it was determined that there is an unexpended balance of $58,212, out of the total award of $32,325,597, due to local workforce areas' obligations not materializing. The award has been closed and no more costs will be incurred and expended on this award.

Who Establishes Distribution Both Federal and State
Use of Funds:
Permissions, Prohibitions, Requirements, Restrictions
Governed by the Workforce Investment Act of (WIA) 1998, section 133 addresses the allocation of the funds within state; up to 25 percent of the funds may be reserved by the Governor for statewide rapid response activities, up to 15 percent may be reserved by the Governor for WIA statewide activities (40 percent total). Section 134 describes the activities that may be funded. No casinos, gambling centers, aquariums, zoos, golf courses or swimming pools.
Additional Reporting Requirements The U.S. Department of Labor requires that ARRA, WIA financial reports be submitted within 10 days after the end of each calendar quarter. Specific reporting requirements applicable to supplemental WIA funds have not been finalized.
Additional Comments Virginia is required to submit a revised a WIA strategic state plan by June 30, 2009; per the Training and Employment Guidance Letter (TEGL) 14-08 dated March 18, 2009, issued by U.S. Department of Labor, Division of Employment and Training Administration. Note: 40 percent of this funding is held by the state as discretionary spending by the Governor.
